Govt to upgrade 400 schools in JK: Altaf Bukhari
JAMMU:Minister for Education Syed Mohammad Altaf Bukhari informed the House that the government has approved up-gradation of 200 Middle Schools (100 in each division) to the level of High School and 200 High Schools (100 in each division) to the level of Higher Secondary School in the state.
Replying to a question of Vibod Gupta, the Minister said that the up-gradation of these schools would be done as per the existing norms/feasibility and compatibility of GIS Mapping. The up-gradation of these schools shall be subject to availability of funds for creation of requisite staff and infrastructure, he added.
The Minister further informed that 2,154 vacancies of teachers have been referred to JKSSB under Direct Recruitment Quota including 14 vacancies of district Rajouri. He further informed that 86 Masters have been appointed in the district recently adding that the department has also initiated the process of rationalization of staff and consolidation of resources. Relief records being seeded with Aadhaar: Mustafa Mir
Minister for Disaster Management, Relief, Rehabilitation and Reconstruction Javaid Mustafa Mir informed the upper House that the Relief Organization is digitizing the records of relief beneficiaries on the basis of Aadhaar.
Replying to a question of Girdhari Lal Raina, the Minister said the Relief Organization (Migrants) switched over to make the payment of monthly relief to the Kashmiri Migrants through Direct Benefit Transfer (DBT). “This switching over to DBT has enforced transparency in the Organization,” he added.
He further said the government would consider the option of providing online services including issuance of PRC, RBA certificate, migration certificate and addressing the grievances of the migrants especially Kashmiri Pandits residing in different parts of the country.
Legislator Surinder Mohan Ambardar also raised a supplementary question related to the main question.
Digitization of land records underway: Veeri
164.61 lakh revenue documents, 39920 revenue maps digitized
Minister for Revenue Abdul Rehman Veeri informed the House that the digitization of land records taken up under Digital India Land Record Modernization Programme is apace in the state government.
Replying to a question of Ajatshatru Singh, the Minister informed that digitization of 164.61 lakh revenue documents, 39920 revenue maps and 1,147 maps have been completed. He further informed that the department has established 4,594 Ground Control Points for conducting survey/re-survey in the state.
Giving further details, the Minister said 22 Modern Record Rooms have been constructed at tehsil level while as the work on seven such rooms is going on. He said the computerization of five pilot villages including Kreeri, Tress Pone, Dhan Masta, Bijbehara and Dara Dulian was completed in July, 2016.
Legislators Naresh Kumar Gupta and Ramesh Arora also raised supplementary questions related to the main question.
Replying to a separate question of Vikram Randhawa, the Minster informed that there no occupant has been vested ownership of 100 kanals or more land under J&K State Lands (Vesting of Ownership to the Occupants), Act, 2001.
Giving details, the Minister informed that 172244 kanals have been regularized/mutated under the Act for which Rs 7691.07 lakh has been realized.
Panchayat polls to be held soon: Haq Khan
‘Govt adopted EFMS to clear dues of job card holders’
Minister for Rural Development and Panchayati Raj Abdul Haq Khan today informed the House the government would conduct elections to Panchayat Raj Institutions and Urban Local Bodies soon.
Replying to a dubbed question of Qaiser Jamshed Lone, Ali Mohammad Dar and Ashok Khajuria, the Minister informed that the Election Authority has announced the revision of Panchayat Electoral rolls for which the process is going on.
He further said that an all party meeting has been called to discuss the issues related to the Panchayat elections.
The Minister said that directions have been passed to the concerned for completing the construction work on the incomplete Panchayat Ghars in various parts of the state for which funds are available under 13th FC.
Replying to a supplementary question, the Minister said the government has adopted Electronic Fund Management System (EFMS) to clear MNREGA dues through which the payment goes directly into the bank accounts of the job card holders. The material liabilities for the year 2015-16 and 2016-17 have also been released, he added.
Legislator Ghulam Nabi Monga also raised supplementary question related to the main question.
24×7 oxygen supply available at Super-Specialty hospital: Asiea
Minister of State for Health and Medical Education Asiea Naqash today said that the Super Specialty Hospital provides oxygen to the patients through Oxygen Generating Plant backed up by Oxygen cylinders through manifold gas pipe lines on 24×7 basis.
Replying to a question of Ramesh Arora, the Minister informed that an amount of Rs. 9.92 lakh has been demanded under Non Plan Head for AMC/CMC of Oxygen Plant.
She informed that three generators have been installed in Super Specialty Hospital, Jammu of which only one is used on regular basis while other two are used periodically when the need arises. “Out of five lifts, only two are functional in the Hospital,” she said, adding that the issue of restoration of non-functional lifts would be taken up with the concerned.
